"This is the first local election after the Revolution of Dignity and it takes place in the course of real decentralization of power and thus, it is very important," Groysman said.
The Chairperson of the Ukrainian Parliament noted that the choice of the citizens will define the development of territorial communities and local self-government, the settlement of absolutely simple but very actual problems, such as state of roads, kindergartens, schools, hospitals, everything we are surrounded by today.
"That's why I do hope that this election will have good results. I'm eager to see the change of the local elites, especially where the previous authorities had been ineffective. It is very important for this election to be democratic, free and I'm deeply confident that this is the start of positive changes in Ukraine," Groysman said.
Asked about holding of local election in 2017, the Chairperson of the Ukrainian Parliament said that every election, especially when it is about the decentralization of power, is very important for renewal of authorities or for raising people's trust in them.
"Once constitutional amendments are adopted, regional, district territorial communities will receive sufficient authorities. Thus, the people will have to find out who to give the powers to - what representatives at village, small town, city, district and region level to delegate authorities to," he explained.
Asked about the course of the constitutional reform process, Groysman said that a set of laws on amendment of the Constitution is being prepared for the final consideration of the Basic Law.
At that Groysman reminded that the Venice Commission had highly appreciated the amendments to the current wording of the Ukrainian Constitution elaborated by the Constitutional Commission and noted that the amendments are fully in line with the European Charter of Local Self-Government.
